Thread - Black
Ribbing - Tag end of tying thread
Body - Peacock herl
Hackle - Starling feather

Coat the hook shank with crazy glue prior to wrapping the peacock herl forward.
Reverse wrap with the tying thread tag end.

Fine gold wire may also be used as ribbing.

Weird "Hares Ear" alpaca roving dubbing brush for body, rubber legs and flash over abdomen on a scud hook. Flash attracts as it drops and then on retrieve rubber legs move.

Lots of panfish on this.
