What kind of insect is this?

As others have indicated it is a caddisfly, family Brachycentridae (humpless casemakers), genus Brachycentrus (American Grannom). You have three species of this genus in California, and this one is likely the spring-emerging Brachycentrus occidentalis.

 

Incidentally, your question might have received more response on this board’s Entomology forum, which I have found to be the best and most active flyfishing entomology forum anywhere.

Yeah, I hear you. Believe me, it's all relative. That's exactly the way I feel when Ethan makes a post. However, it's necessary in order to progress from Padawan to Jedi.

It does take time however. The taxonomic differences in one state alone can be challenging...

The fly is not from California it is from Montreal Canada

Okay, in that case, it's probably the-May emerging Brachycentrus numerosus, likely referred to locally with common names of either Grannom Caddis or Leadwing Coachman, at least that's what they're called in Nova Scotia.
