Two questions about - Bullet Heads e.g. Madame X

I have been tying some Madame X's and have two questions....

I have done them with both elk and deer for the head and seem to get better results from the deer.

Is one better than the other for this technique?

Also, I was wondering how do you finish the head.

I have a Madame X that I bought, and the head seems to be coated in a resin or something.

I know that the coating will help the fly last, but what is it coated in.
