I received an e-mail about this this afternoon:

 

Very Important for you to be aware of a new bill HR 45 introduced into the House. This is the Blair Holt Firearm Licensing & > Record of Sale Act of 2009.

 

Even gun shop owners didn't know about this because the government is trying to fly it under the radar. To find out about this - go to any government website and type in HR 45 or Google HR 45 Blair Holt Firearm Licensing & Record of Sales Act of 2009. You will get all the information.

 

Basically this would make it illegal to own a firearm - any rifle with a clip or ANY pistol unless:

1. It is registered,

 

2. You are fingerprinted,

 

3. You supply a current Driver's License,

 

4. You supply your Social Security #,

 

5. You will submit to a physical & mental evaluation at any time of their choosing,

 

6. Each update change or ownership through private or public sale must be reported and costs $25,

 

7. Failure to do so you automatically lose the right to own a firearm and are subject up to a year in jail.

 

There is a child provision clause on page 16 section 305 stating a child-access provision. Gun must be locked an d inaccessible to any child under 18.

 

They would have the right to come and inspect that you are storing your gun safely away from accessibility to children and fine is punishable for up to 5 yrs. in prison.

To provide for the implementation of a system of licensing for purchasers of certain firearms and for a record of sale system for those firearms, and for other purposes.

 

Official Summary

1/6/2009--Introduced.

Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.

Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.

Prohibits:

(1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions;

(2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act;

(3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours;

(4) failing to report to the Attorney General an address change within 60 days; or

(5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.

Prescribes criminal penalties for violations of firearms provisions covered by this Act.

Directs the Attorney General to:

(1) establish and maintain a firearm injury information clearinghouse;

(2) conduct continuing studies and investigations of firearm-related deaths and injuries; and

(3) collect and maintain current production and sales figures of each licensed manufacturer.

Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

Before everyone gets warped out about this bill (it is a real bill), it pretty much doesn't stand a chance of passing. It has been referred to subcommittee, the same place it died two years ago. It has no co-sponsers. This bill was pretty much dead the day it was introduced. No politician in his right mind is going to pass a law that will p.o. the half of the US population that currently owns guns in the home.

Like TxEngr said,don't think its anything to worry about.I would expect this bill to be introduced every time a new pres. takes over.I also think the NRA has enough political clout that we can trust them to jump on any bill like that as soon as it shows its ugly head.

A bill like that always makes me nervous though; I'm just glad its stuck in committee. With ObamaCare, Cap n Trade and all of the other socialist garbage they've come up with, you never know what's next!

This is what the law is in Canada now, My grandfather had his gun license revoked after hunting for over 65 years because he didn't do a hunter safety course. On the application here in Canada you have to declared weather you are going through a divorce and have to have 2 witnesseses saying you are of sound mind. The rational behind this is that nobdy will use a weapon to commit a crime if it is registered. Whoever came up with this line of reasoning has the IQ of dog spit

Just think how much political clout the NRA would have if EVERYONE who trusts them to take care of things, was actually a member.

There is not a doubt in my mind that the government as it is now wants to take guns away. But I do not think they can or will push it through as a big plan. They will piece it together a little bit at a time so people will not really see it happen. Taking away the guns from the people would definitely fit under the "change" mantra now wouldn't it?

Heck, guys, there's a rule or law about everything in life. How can anyone remember them all????? This a post about a subject many are interested in. That's all. I consider political posts as those in which you're belittling the Democrats or Republicans or some Senator or Representative. This is certainly not that.

Harold, your thread wasn't political per se, but a few posts swung it in that direction. As a former moderator of this site, I tend to be more aware of these things than some others around here.

 

My original post was more or less tongue in cheek, and BDH took it of what it was meant for.....kind of like the old guys from the balcony at the muppet show and their many comments.

 

No harm, no foul.
