I agree with riffle. Almost anything beaver coloured will do. Beaver tends to float better than rabbit (I hear) but i doubt you will be able to tell the difference.

I would go with any animal that also makes a living in the water such as mink, muskrat and nutria.

Beaver fur has an extremely fine texture, when the guard hairs are removed. Superfine synthetic dubbing would be close. In a natural dubbing, Muskrat would be close. Of course you may want ot match the color as well.

Agree with Jaydub. While one "can" substitute almost anything, if you are looking for something with the same fine texture in a broad range of colors, you are going to have to resort to synthetics, unless you are just looking one color that can be matched by another animal's fur (e.g. gray can be matched by muskrat, mink, etc.).
