When nothing else is working and you know fish are around try casting it out, letting it sink for a few seconds and then either strip it back at a smooth pace until they start taking, or what I do is move the rod tip from in front of me to my right side pulling the fly along. This retrieve was deadly for trout that day, and I just got back from a 100+ pan fish evening in 3.5 hours where the same retrieve was egging the larger crappie and pan fish to chase and devour the fly.
