Usually, cost and quality. Chinese hackle is fine for some applications.

They tend to have longer barbs for the size of hackle and are not as stiff as even Indian hackle. They have a large centre "list" that is very soft. Hold a hackle up to the light and you will see it as a long triangle down either side of the stem. I use them a lot for trout wet and salmon flies. Mostly in dyed colours. You will not get the kind of colour definition you get with genetic hackle from them.

 

They have their uses, and keep the cost down where they are appropriate. Where they are not appropriate is as hackles on small dry flies.

Hi I wanted to use it in a streamer pattern, black gost but can't pay 19.99 for a streamer pack they I may never use again. I would get the better if I had a place to die, I need white

Try using white bucktail or white marabou for the wing on the black ghost. I've caught many more fish on these variants over the hackle wing version.

Chinese rooster neck hackle can make a very attractive streamer wing.

For streamer wings, you could use strung or packaged neck hackle, saddle hackle or schlappen hackle. Neck hackle will be the shortest, and usually the fattest with the most taper in the hackle. The strung saddles will be longer with less taper (very good for streamer wings,) and the schlappen hackles will be the largest, but they will also be almost all web.

 

There was a time when you could pick up lots of good imported, and even domestic necks and saddles for well under $10.00, but I'm afraid that those days are long gone. Strung feathers should do fine for your feather wing streamers.

 

Hair, and even synthetic hair will work nicely as well, but they aren't quite the same thing.

That will be up to you to find out if you have to register to buy but most place don't require it

 

Give it a try and see what happens

I had to join Etsy a few years ago to buy something (don't remember what it was. Probably thread of some kind) but it was free and painless.
