Please Identify This Vice

I received a couple of DH Thompson vices from my Dad, but one I don't know what it is supposed to be used to do. Can anyone help identify it and what it does exactly? I attached a photo if it.

It holds a spool of rod wrapping thread and clamps onto a table. The rod rests on the arms and the spring pressure provides the tension as you turn the rod with both hands.
