This is a Tim England variant of his Eel Worm Streamer

 

I fish these over submerged weed beds with a sink tip

or Ill wrap the whole hook shank with .020-.025 led before spinning the hair and fish it with a floating line. Once its soaking wet it will ride a couple inches under the surface.

What do you cast it with, an 8 wt.? It should slay LMB.
