Anyone know what bird this is?

Strip fibers from stem to use and every single feather can be used, that still doesn't make it worth more than five bucks.

Really the only feather on a golden that I use is the tippets. The colors are such that one wants the whole bird just to have tho.

Golden pheasant can be used in spey flies, some patterns call for it but if you free-style, it can be used as a substitute. Mrs. Simpson uses ring necked pheasant but again, you could make a nice variant with those. Fly Fish Ohio has a Chili Pepper (I think that's what it's called) that uses the red.

If you search up Irish shrimp flies, the tail is nearly always wound golden pheasant breast feather.  It gives a very lifelike pulsating movement in the water.  One of my examples below.  I have caught more salmon on this style of fly than all others put together.
