Q: What materials to get to start tying big streamers, And does anyone fly fish for lake trout in 15-35 feet of water?

First thing I can offer is ... take a little time to browse through some threads. I believe most of your questions have been asked/answered before.

 

Second thing I can offer is: www.flytyersdungeon.com .

You'll find vast quantities of (mostly) synthetic materials for tying streamers and other flies. There are tutorials and the guy who runs/owns it is a great source of knowledge on his materials.

Fly fishing for fish 15'+ deep is not my kind of fun, it can be done, but takes more time and patience than I have, just waiting for the line to sink is more than I can do. I target fish near the surface, preferably fish I can see.

Phil Rowley's Balanced Minnow is a perfect design for lake fishing with an indicator (bobber for fly fishing).

Note: Larger balanced leeches are also considered minnows.

Fly Tiers Dungeon sells similar (inexpensive) dubbing and is called leech dubbing.
