I am looking to set up a beginners fly tying class @ the lowell community based out patient clinic. I am in need of a instructor.

Get in touch with Project Healing Waters Fly Fishing.

They probably have a program in that area, and could help you out. You might find a couple of their volunteers that would be willing to instruct at your location as well, outside of the PHWFF program. If a large enough demand, you could possibly create your own PHWFF program there.
