This pattern has obvious potential in saltwater, but I was able to take a few pike on it last year when herring were present locally in the CT River. It's a deceiver style tied with long hackles for the base of the tail, and sparse marabou for cheeks (not as heavy as a grocery pattern).

Hook: Mustad C705D, 2/0
Thread: Light blue, 3/0
Tail base: Long white bucktail
Tail flash: Sparse pearl Flashabou
Tail: 3 pair of hackles, added in this order:
Long white
Short light blue
Short grizzly dark blue
Cheeks: Sparse pink marabou
Lower wing: Light blue bucktail
Wing flash: Sparse pearl Flashabou
Upper wing: Dark blue bucktail
Wing topping: Peacock swords
Throat: Sparse white bucktail
Gills: Sparse red bucktail
Eyes: Prismatic
Head: 5 minute epoxy, followed by Hard as Nails

Tying Instructions: Materials are added in order listed. No special techniques required. Just remember that the bucktail and flash are sparse.
Presentation Tips: A retrieve with a steady cadence works well.
