How do I match this?

I've asked this question on a few other boards and nobody was able to answer it...I figured this is the place...

 

On a stream I've fished for years there is a two week period that a white, fluffy seed is dropped by the trees. I think they're cottonwoods..but not sure. During this time, it's difficult to get the browns to cooperate with my live bait/hardware tactics. I have had some luck using a small spinner with a white-fluff tail. The fish stomachs are packed with this seed for some reason.

 

Is there a wet fly out there that can replicate this? If I could find something to imitate the seed, the fish would go crazy over it....
