Meat Whistle?

I'm trying to find tying instructions for Barr's Meat Whistle and I am not having much luck. I had an old Fly Fisherman magazine that had an article on it, but can't find that either. Can anyone post instructions on how to tie the Meat Whistle and/or tell me what issue the Meat Whistle was featured in Fly Fisherman.

 

Can anyone scan that article and post it somewhere or email it to me? That would be great.
