de-barbing pliers

I picked up a small pair of Kobalt needle nose pliers at Lowe's for 6 bucks. When I got home I took the dremel to 'em. Made the needle nose even more "needly" and made sure the jaws were flat so they mated to each other with no gaps. The tips will get into the gape of a 28. They work great.

The craft jewelry section in my local Walmart has a pretty good selection of lightweight smooth jaw pliers. I like the ones with the short and stubby but narrow jaws that are plenty small enough for even small trout hooks. And they're made from the finest Pakistani stainless steel, I think they were $6.
