In this case the hair for the collar is tied in, tips facing over the eye, as the first material. Then the remainder of the fly (tag, rib, body, are tied in and wrapped. Next the collar gets pushed back over the body, fixed to the desired angle with thread wraps and finally a neat head built and whip-finished.
