what material is this?

That might be Angel Hair... hard to tell for sure. It is sometimes sold in straight hanks, and at other times sold in a loosely packed wad of material... the latter resembles this when tied.

it is any kind of soft flash you want, tied in as a body.... easiest maybe Polar Chenille, or any loose limp flash you want put into a loop and wrapped.

Yeah I agree with this, even Ice dubbing inserted into loop and tied like a collar, then brush it out and then move on to the next step. I think brushing it out after its tied in could be effective and give it that type of look

I got a bag of stuff a while ago from a craft store that looks exactly like that. Its called Twinkle Trim and a slogan of "The glass-free alternative of Angel Hair"

Looks like Senyo sparkle yarn brushed out. I probably use Ice dubbing in a dubbing brush then brush it out. I really find that it doesn't has to be exactly the right material to do a any flies which is what is so nice about tying flies. BTW, Nice looking fly.

It's Polar Chenille. There is a nice article about Pat in the current issue of Southwestern Fly Fishing magazine (or Eastern Fly Fishing magazine). The article talks about of a few of his flies.
